Job Title:                          Chief Technical & Information Officer (Opco)

Location:                           Dar es Salaam

 

Key Responsibilities:

  • Efficient Network Planning o Defining the Network Plan for the company’s rollout with the design and build partner/vendors; o Optimise network plan including the radio, transmission and core in consultation with the market planning team to minimize the TCO while meeting the business requirements;
    • Appointment of local vendors and contractors in consultation with the Group Chief Technical

Officer; o Ensure proper Traffic planning, traffic data analysis and reengineering of the network in line with the growth in business;

    • Preparation of Network Capex and Opex budget for the OpCo(s); o           Support the Company’s Business Planning team;
    • Defining/discussing the interconnects with other operators and engineering the Poi’s as per the traffic needs;
    • Providing technical support to the Head of Corporate services on regulatory and commercial matters;
  • Network Rollout o Management and validation of the Network Rollout Plan in line with the latest approved Group

Project Plan; o Produce a clear activity and milestone targets within the Network Rollout Plan in consultation with the Network Partner;

    • Ensure that all timelines as per the approved Launch Plan are met;
    • Briefing and co-ordination of the Rollout team to ensure that all deliverables are met and escalation of issues to the Country Manager and Group CTO where required or where there is a likelihood that delivery could be impacted;
    • Provide weekly reports in accordance with approved formats, referring specifically to actions, progress to plan, challenges and focus areas for the following week;
    • Issue        completed        deliverables      as         an         appendix          to         the    weekly report, (Milestone

plan/Organisational plan/Teams Action plan etc.)

    • Ensuring the projects and KPIs are delivered in time, within the budgets and resources allocated for the projects including those to be delivered by the Key vendor/partner management roll out of the network;
    • Ensuring that all the network KPIs contracted are delivered and improved as per targets defined and network operations management including:
    • Ensure efficient network operations including the Company platforms, LTE network and Enterprise network and third party provided transmission networks to meeting and exceeding the KPIs set for the network.
    • Track and monitor Network performance and perform optimisation from time to time to improve the KPIs; 

Manage all technical aspects of interconnects with other operators and ISPs; o       Management of third party suppliers such as ISPs, VSAT, operators etc;

    • Perform efficient Management and governance of the MSP (Managed Service Partner) and other contractors;
    • Ensure that the network Capex and opex are within the budgets and are spent prudently o   Give direction and leadership to the network team and manage their performance;
  • IT Taking accountability for the uptime and performance of IT services, and acting as the key interface for internal business users into the information technology environment;
    • Supervising and working with the various support organisations (both external to Company as well as those provided within Company’s Group & Opco structures) to ensure service availability as per agreed SLAs;
    • Management and skills development of the IT Operations team members to minimise any

disruptions to the service and maximise the capabilities of the local team to resolve issues;

    • Budgeting and forecasting for IT Capex and Opex;
    • Liaising with Group IT team to ensure that any IT system tests and trials done to improve the

Company service are done in a safe environment and with no disruptions to the service; o In the event of service outages, ensure service restoration and resolution within agreed SLAs and ensure the relevant reports and escalations are done and a lasting solution developed within the shortest time possible;

Work experience & skills

+15 Years of work experience.  

 

Experience of managing network operations in the outsourced environment will be preferred.

Exposure on managing a communications network and preferably with supervisory experience.
